A United Nations independent commission has concluded that Israeli forces deliberately targeted Palestinian children in Gaza, committing genocide, crimes against humanity, and war crimes — findings that are sending shockwaves through international legal and political circles.
The UN Independent International Commission of Inquiry presented its report — titled “The essence of childhood has been destroyed” — to the UN Human Rights Council on June 23, 2026. The document details Israel’s deliberate targeting of Palestinian children in the Occupied Palestinian Territory since October 7, 2023.
Commission chair Srinivasan Muralidhar stated plainly: “The evidence shows that Palestinian children have been deliberately targeted and killed by the Israeli security forces.” He added that by targeting children, Israel is attacking the very capacity of the Palestinian people to exist and determine their future.
The scale of harm documented in the report is devastating. Since October 2023, at least 20,179 Palestinian children have been killed and 44,000 more injured — representing roughly 30% of all deaths recorded in the Gaza conflict.
The commission concluded that much of this harm was not incidental. It was, the report states, intended to destroy the biological continuity and future existence of the Palestinian group in Gaza — a key legal threshold for genocide.
The report goes far beyond casualty figures. It documents how mass trauma, orphanhood, forced displacement, starvation, and the collapse of schools and healthcare have collectively “erased childhood” in Gaza.
Psychologists consulted by the commission describe an intergenerational mental health crisis — a distinctive “occupied psyche” in which Palestinian children have been stripped of any sense of safety, identity, or future.
In both Gaza and the West Bank, the commission documented systematic abuse of Palestinian children in detention. This included:
The commission concluded these acts constitute crimes against humanity, including torture and other inhumane treatment causing serious physical and psychological harm.
The report also accuses Israel of systematically targeting hospitals, maternity wards, orphanages, and schools — infrastructure critical to children’s survival and development.
Israel’s blockade and siege of Gaza, the commission found, directly caused child deaths through starvation and severely impacted the health of countless others. The targeting of neonatal and maternity care centres, it added, directly harmed Palestinians’ reproductive future.
The occupied West Bank has not been spared. The commission recorded a sharp rise in settler violence against Palestinian children and documented systematic mistreatment of Palestinian boys in Israeli detention facilities.
Even after the October 2025 ceasefire, the violence has continued. Israel has carried out near-daily airstrikes, killing over 1,000 Palestinians — including more than 250 children — in the eight months since the truce, according to the Palestinian Ministry of Health.
Commissioner Chris Sidoti was unequivocal at a Geneva press conference: “There can be no doubt in anyone who reads today’s report that every international legal norm has been violated by the actions of the Israeli authorities towards Palestinian children — and they need to be held accountable.”
The report names specific Israeli military divisions, brigades, and units allegedly responsible for killings in Gaza and the West Bank. It calls for accountability for both individual perpetrators and those in positions of political and military command responsibility.
This follows a previous commission report from September, which also concluded that Israel committed genocide in Gaza and that senior officials — including Prime Minister Benjamin Netanyahu — incited these acts.
Israel has forcefully denied the report’s conclusions. Its mission in Geneva called it a “libellous sham” and a “second defamatory advocacy report.”
Israel’s ambassador to the UN, Danny Danon, dismissed it as a “political blood libel disguised as a UN document,” while the Foreign Ministry labelled it “a propaganda piece as outrageous as its previous ones.”
Israel accused the commission of ignoring Hamas’s tactics, including what it described as the use of Palestinian children as human shields, and maintained that it “consistently strives to minimise harm to children even in situations of conflict.”
